Mark "Turk" Powell, Chief Executive Officer

Mr. Powell has many years of experience in Project Management and Cyber Security/Information Technology. He has worked successfully with a wide ranging assortment of commercial enterprises and governmental agencies, providing a diversity of services. Several of these customers are: Department of Defense (multiple agencies), Department of Homeland Security, the State of Maryland, Home Depot, S.C. Johnson, Sherwin Williams, Black & Decker and Rubbermaid.

Mr. Powell has served as Founder/CEO for three high growth firms in his professional career. His technical expertise includes: leadership, program management, high capacity data center operations, network security, redundant networks, managing IT staffs, managed hosting solutions, and database applications.

Mr. Powell, a former United States Marine Corps officer and a Service-Disabled Veteran, was  selected by the Maryland Gazette as “One of the Top 25 CEO’s You Need to Know in Maryland.” He also serves on the Board of Directors of the Strategic Technology Institute, a Maryland-wide Cyber Security organization, focused on policy and economic development.

Mr. Powell was integral in the founding the Chesapeake Innovation Center (CIC). The CIC was the first business incubator in the United States focused on the development of new technologies for Homeland Security. Other contributing organizations for the CIC included: NSA, Nokia, Bearing Point, and ARINC.

Mr. Powell has a MBA with concentrations in Information Systems and Financial Management from the University of Maryland, College Park. He was selected to be the William F. Holin Scholar. Mr. Powell received a BS in Engineering from the U.S. Naval Academy. He is the President Emeritus of the Chesapeake Regional Technology Council, President  Ex-Officio of the 21st Century Educational Foundation, and a former chairman of the Hospice of the Chesapeake Foundation.

Jeffrey P. Johnson, Chief Operating Officer


Mr. Johnson has over 20 years of practical, post-degree engineering and management experience. He has over 15 years experience in the management of multi-million-dollar engineering and R&D contracts for various government clients. He is responsible for planning, organizing, directing, and controlling the quality completion of tasks within client cost and schedule constraints. Mr. Johnson has a broad and diverse technical knowledge of construction, safety, environmental systems, and mechanical and electrical systems/equipment.

His experience with technical and contract administration of delivery order type contracts include services for surface ship and submarine survivability, underwater explosion test and support, ship structures test and evaluation, and environmental quality and pollution prevention.

He also has experience in program and technical management for construction, environmental planning, remediation, compliance and safety programs. Efforts have included planning at major airports and safety measures within TSA. He has experience with the cleanup of lead, dioxin and VOC contaminated sites as well as the construction of compliance measures on DoD facilities.

Mr. Johnson has a Masters in management and finance from Johns Hopkins University and a BS in Engineering from the U.S. Naval Academy. He served in the surface Navy and R&D laboratory system.

John Chubb, Vice President

Mr. Chubb is a seasoned project manager and infrastructure professional.  He has led multiple projects in excess of $1 billion using the full range of acquisition approaches from design-bid-build to design-build and, also, early contractor involvement. Projects include high availability mission critical facilities, hospitals, bio defense laboratories, K-12 and a full range of military facilities for defense applications.

Mr. Chubb has extensive experience with DoD programs having served decades with the U.S. Army Corps. of Engineers in many key management positions including the chief of construction division.   He has served in the field offices for most of his career in construction leadership positions.

Mr. Chubb is a former U.S. Army Engineering Officer and a service-disabled veteran.  He holds an MS Degree in Systems Management and received a BS degree in Civil Engineering from the U.S. Military Academy.  He is a registered professional engineer, project management professional and a certified construction manager.

John Osborn, Vice President

Mr. Osborn has over 21 years of civil / environmental engineering and strategic master planning experience in the federal and private sectors.  He has a decade of experience with the United States Army Corps of Engineers as an engineer, program manager, and Deputy District Commander.  Mr. Osborn resourced engineering and support requirements (fiscal, human capital, public affairs, logistics, information management) for two public engineering organizations with annual operating budgets of over $400M and $1.7B.

He led Soldiers and civilians in austere and politically sensitive environments executing civil and environmental projects and programs ranging from $1 to $250M within the National Capital Region, the Midwest, Ohio Valley, Hawaii, Haiti, Afghanistan, and Iraq. Mr. Osborn is a graduate of the Virginia Military Institute and earned a Masters Degree in Civil Engineering (Purdue University).  He is a retired Army Engineer Officer.

Charles "Chuck" Kuzma, Vice President

Mr. Kuzma is a senior executive with over 25 years of successful leadership, capture management and team-building experience in both the government and private sectors.  His program, P&L and organizational responsibilities have exceeded thousands of personnel and several hundred million dollars.  He is skilled in expanding profitable businesses to new product and client markets; and in turning under achieving businesses into profitable operations.    Mr. Kuzma possesses strong executive-to-executive relationship development skills; and his expertise spans multiple industries and markets including industrial, manufacturing, energy, technology, aerospace, engineering, construction, government, Department of Defense, Department of Energy, operations and consulting.

Mr. Kuzma is a 1979 graduate of the United States Naval Academy and holds a Master of Science degree in Weapons System Engineering from the Naval Postgraduate School.

Board of Advisors

Mr. Gregory Denkler

Mr. Denkler is the Executive Vice President and Senior Consultant with Encore Executive Consulting Group, LLC.  Prior to this position, Mr. Denkler worked with Stanley Associates for over 20 years in a series of leadership position culminating in his position as Executive Vice President/COO.  During his tenure, Stanley grew from 30 employees to 2300. Stanley Associates was sold to CGI in 2010 for $1.07 billion.  Greg is a graduate of the United State Naval Academy and served as a Nuclear Submarine Officer.  He continued to serve in the Naval Reserves and attained multiple commands.  He was awarded an M.B.A. from the Pamplin College of Business, Virginia Polytechnic Institute and State University.

Mr. James O'Neill

Mr. O'Neill has had a career which he as served in senior leadership positions for multiple companies.  He has served as CEO, Siemens Enterprise Communications; Corporate Vice President and President Northrup Grumman Information Technology Sector; Senior Vice President and General Manager, Oracle Services Industries; and President of Lucent Government Solutions.  Mr. O'Neill serves on multiple boards and was name the 2006 Government Contractor Executive of the Year by the Northern Virginia GovCon Council, Professional Services Council and Washington Technology.  Jim was born in Arklow County Wicklow Ireland and became an American citizen in 1978.  He was awarded a Bachelor's of Science degree from St. Anselm College (N.H.) and has attend multiple executive management programs world-wide.

Robert "Willie" Williamson, Rear Admiral, U.S. Navy (ret.)

Admiral Williamson served over 35 years as a Naval Aviator.  During Operation Desert Storm, he commanded the aircraft carrier, USS Nimitz. His last operational command in the US Navy was Commander, Carrier Group Two (John F. Kennedy Battle Group.  Since retirement from the Navy, RADM Williamson has served in multiple leadership positions such as: Chairman Emeritus of the Network Centric Operations Industry Consortium (NCOIC); Vice President of International Programs, Raytheon Corporation; and Director of Governmental Relations and Federal Programs, Microsoft Corporation. Willie serves on multiple corporate and civic board.  He is a graduate of the United States Naval Academy and has studied at the Naval War College and the John F. Kennedy School of Government, Harvard University.
